Promoting Carbon Reduction
The Soil and Water Conservation Bureau is committed to sustainable public works and energy conservation. The Bureau has therefore invited scholars and experts to participate in drawing up the Soil and Water Conservation Bureau Guidelines for Carbon Reduction and Energy Saving Construction. As for the life span of structures, the Soil and Water Conservation Bureau’s Green Construction check list was drawn up. All the projects from design and planning through construction and maintenance should be executed in accordance with these regulations. Only then can carbon reduction measures be implemented. In addition,guidelines about carbon reduction have also been incorporated in the Soil and Water Conservation Bureau’s Construction Handbook, and the Handbook serves as a reference during projects led by branch offices or by local governments. To better understand the carbon reduction situation of branch offices,the Bureau has added a mechanism for calculating costs of green construction within its construction assessment system, so that the extent of green construction methods used in projects can be reflected more clearly. In conjunction with the Bureau’s Construction Supervisory Team, green construction methods will be incorporated into the inspection items of construction projects, so that the concepts of green energy and carbon reduction can be actively implemented in the construction and use of public work projects.

Soil and water conservation projects are normally located in isolated regions and are spread over a wide area. In order to oversee the progress and quality of the work, thechief engineer often has to travel continuously between work site and office. To reduce the impact to the environment resulting for all this frequent travel, the Bureau initiatedthe development of the Remote Construction Management System, which allows for a close connection between the contractor, the supervisory agency and the Soil and WaterConservation Bureau using Internet technology. Closing the distance between work site and office greatly helps reduce fuel use for transport and wear of vehicles.
