Definition of slopelands
Under the Statute for Conservation and Utilization of Slopelands, "slopelands" refer to public or private lands at an elevation above 100 meters or at an elevation lower than 100 meters but with an average grading over 5%, excluding national forest areas, experimental forest lands and protection forest land Slopeland areas are defined by competent authorities or direct municipality authorities based on natural circumstances, administrative regions or conservation and utilization requirements and submitted to the Executive Yuan for approval. The "slopelands" set forth in the Soil and Water Conservation Act shall, in addition to the mountain slopes defined and announced pursuant to the above-mentioned standard, include national forest areas, experimental forest lands and protection forest lands.
Land use capability classification of slopelands
Slopelands intended for agricultural use are defined as lands suitable for farming, stock-raising, forestation or requiring intensive conservation practices according to the Criteria for Use Capability Classification of Slopelands.
The total land area of slopelands in Taiwan is 966,685 hectares. Until June 2004, a total area of 917,874 hectares was determined, with 48,811 hectares of lands undetermined subject to accelerated determination by year and by region.
The land area of slopelands in Taipei City and Kaohsiung City is 15,963 hectares and no determination has yet been made. The municipal governments are urged to accelerate the pace of determination.
Delimitation of special soil and water conservation areas
Areas which require special attention regarding soil and water conservation are determined under Article 16 of the Soil and Water Conservation Act. The objective is to conserve soil and water resources, reduce disasters and strengthen soil and water conservation practices and maintenance. Until 2004, special soil and water conservation areas covering 34 reservoir watersheds, 123 debris flow torrents and 54 landslide areas have been determined and 68 special areas announced.
