  Overall conservation and utilization planning was conducted using a watershed area ranging from 50 to 300 hectares in size as a basic unit. Assistance was provided to farmers in soil and water conservation and farmland maintenance. Soil and water conservation and maintenance, safety drainage, treatment of eroded gullies, improvement of farm roads, stabilization of slopelands, irrigation facilities, and landscaping and beautification of farms were achieved by combining the production characteristics of agriculture on slopelands with their leisure and recreational values. A total of 183,097 hectares of farmlands have been treated with soil and water conservation practices.


Slopeland vegetation and landscaping
   To better protect hillslopes and natural resources, collapsed bare lands were revegetated and landscaped.


Reforestation on overused lands
   A survey on the use of mountain slopes in Taiwan was conducted from 1992 to 1999. The survey identified an overused land area of 32,042 hectares. Therefore, programs were formulated in year 2000 to facilitate progressive reforestation through interplantation on overused lands. It was determined that at least 600 trees or over one third of the required number of trees for each hectare should be interplanted in each hectare in the first year, and that the required number of trees in each hectare should be planted within three years span. Rewards were granted, on a pro rata and annual basis, pursuant to the Guidelines for Rewarding Reforestation. A total of NT$530,000 per hectare will be subsidized over 20 years.
