Under Article 3 of the Disaster Prevention and Rescue Act, the Council of Agriculture shall be the central competent authority for the prevention and control of debris flow disasters. Itis responsible for directing, supervising and coordinating all levels of governmental agencies in conducting tasks related to disaster prevention and rescue. The COA has formulated the Guidelines for Operation of Disaster Prevention and Rescue Emergency Response Task Force and Rules for Disaster Emergency Reporting to effectively prevent debris flow, strengthen disaster prevention and rescue functions, and accelerate the process of controlling debris flow disasters.

The SWCB has set up a Debris Flow Disaster Emergency Response Task Force pursuant to the above-mentioned regulations of the COA and formulated the SWCB Operating Procedure for Debris Flow Disaster Emergency Response Task Force.
Debris flow disaster prevention measures have been put in place to enhance knowledge on disaster prevention and emergency response capability of the people residing in potential debris flow areas. The aim is to familiarize them with disaster evacuation routes and to minimize loss. Debris flow disaster prevention and evacuation plans and demonstrations are conducted each year in major potential debris flow areas. Up to 2004, 220 plans and 217 demonstrations were carried out in addition to debris flow disaster prevention lectures and seminars.
